Evacuation support
Under the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025, we need to identify customers who may find it hard to evacuate their building in an emergency.
These regulations apply to multi-occupied residential buildings, particularly those that are over 18 metres high (7 storeys or above) or over 11 metres high (4 storeys or above) that have a simultaneous evacuation strategy.
Some customers may find it harder to evacuate without help for a number of reasons, such as:
- Physical mobility difficulties
- Sight or hearing impairments
- Cognitive conditions that affect understanding or decision-making
If this describes you, or someone living with you, the regulations are designed to make sure the right support’s in place.
What we need to do:
- Identify customers who may need help to evacuate safely in a fire
- Carry out a Person-Centred Fire Risk Assessment, which looks at any barriers to evacuation and what could help reduce risk
- With your consent, create a written Personal Emergency Evacuation Plan (PEEP)* that sets out what you've agreed to do in the event of a fire
- Provide you with a copy of your PEEP
- Identify practical and proportionate measures to reduce risks; for instance, we may identify that certain equipment could assist you if you need to evacuate your home (costs for this won’t be passed on to you)
Customers under 18 years of age or those who require additional support can nominate a representative (such as a family member or care giver) to engage with us on their behalf during the PEEP process.
With your consent, we’ll also share limited information with Kent Fire and Rescue Service (KFRS) to help them respond safely in an emergency. This would include:
- Your flat number
- Your floor number
- Basic details about the level of help you may need to evacuate
- Any emergency evacuation statement you've agreed to
Taking part in the PEEPs process is voluntary and you can withdraw your consent at any time, but for your safety we hope that you’ll work with us.
Keeping your information up to date
PEEPs must be reviewed at least once a year, or sooner if circumstances change. We'll carry out annual reviews, but it’s very important that you contact us if your situation changes at any time so we can update your plan.

A Personal Emergency Evacuation Plan (PEEP) is in addition to, and does not change, the fire evacuation plan currently in place for individual blocks. Please make sure you know what to do in the case of a fire emergency at your building and continue to follow the guidance.
